RAFAEL A. GARCIA

Rafael A. Garcia, a member of the Senior Executive Service, Director, Propulsion Directorate, Air Force Life Cycle Management Center, Air Force Materiel Command, Tinker Air Force Base, Okla. He is responsible for program execution and oversight to develop, acquire, field, sustain and modernize propulsion systems, ensuring cost, schedule, performance and total life cycle management requirements are met. The propulsion enterprise is comprised of over 500 employees, more than 24,000 engines installed on 30 different weapon systems in support of the U.S. Air Force and 40 international partners.

Mr. Garcia began his Air Force civilian career in 1992 as an engineer in the Aircraft Structural Integrity office at San Antonio Air Logistics Center. He has served in many varied positions across the department, to include an assignment to the Propulsion Product Group Manager's staff; as F-15/16 fighter Engines Systems Engineering Branch Chief, Oklahoma City Air Logistics Center; as F-22 fighter Engine Integrated Product Team lead, Aeronautical Systems Center; as B-52 Chief Engineer, B-52 Aircraft Sustainment Group Deputy, KC-135 Aircraft Sustainment Group Deputy, and then Chief of the Propulsion Sustainment Division, Oklahoma City Air Logistics Center. Most recently he served as Special Assistant to the Assistant Secretary of Defense (Acquisition) responsible for developing policies and processes to streamline the acquisition milestone process for the Department of Defense. He was appointed to the Senior Executive Service in 2013.
