Post-9/11 GI Bill Transfer of Education Benefits Policy Change Revised (Applicable to Active Duty Officer and Enlisted)

Department of Defense Instruction 1341.13, Post-9/11 GI Bill, May 31, 2013, as amended, contains a provision limiting transferability of education benefits to Service members with greater than 16 years of service, effective 12 July 2019 (extended to 12 January 2020).  Recently, Section 578 of the National Defense Authorization Act for Fiscal Year 2020 (FY20 NDAA) revised section 3319(j) of title 38, United States Code, to prohibit the Secretary of Defense from limiting a Service members' eligibility to request transfer of unused education benefits under the Post-9/11 GI Bill based on years of service.  Accordingly, conforming changes to DoDI 1341.13 are pending.  All other requirements concerning the Transfer of Education Benefits in law and DoD policy remain in effect.

What this means to you: You may transfer education benefits at any time after completing 6 years in service as long as you commit to and satisfy the required 4-year active duty service commitment assessed from the date of application.  If you have already executed a transfer of Post 9/11 GI Bill Education Benefits, please disregard this message.
