Commander issues cell phone memorandum

Tinker Air Force Base -- This memorandum establishes formal policy for violators of Code of Federal Regulations Title 32, Vol. 4 para634.25 (c) (3), Driver distractions:
   A: "Vehicle operators on a DoD Installation and operators of Government owned vehicles shall not use cell phones unless the vehicle is safely parked or unless they are using a hands-free device. The wearing of other portable headphones, earphones, or other listening devices (except for hand-free cellular phones) while operating a motor vehicle is prohibited."
   Furthermore, the rationale and authority for the implementation of this enforcement is derived from the CFR, Title 32, Vol. 4 para634.25 (c) (3), "Use of those devices impairs driving and masks or prevents recognition of emergency signals, announcements, the approach of vehicles, and human speech."
   The 72nd Security Forces Squadron is responsible for enforcing and tacking violations of this policy. Violators are subject to enforcement actions listed in the chart below.
   Vehicle operators who accumulate 12 points or more during a 12 months period for any combination of vehicle infractions are subject to a 12 month base driving privileges suspension. However, the CFR, Title 32, Vol. 4, para.634.11(b) also states, "for offense other then intoxicated driving, suspension or revocation of the installation driving privileges will not become effective until the installation commander or designee notifies the affected person and offers that person an administrative hearing."
