tabTinker Federal Credit Union
Open to Military and Civilian:

TFCU created a new Certificate of Deposit called the Disaster Fund Certificate. Rates and APY are determined by the opening balance, like a standard CD. This CD does not have an early withdrawal penalty. This helps earn the higher interest rates with insurance checks and still allows withdraw without penalty. This is allowed for insurance checks.

TFCU is also working on a short term unsecured loan similar to what they did during the ice storm. They should have more details on that soon.
