Over, 448th Combat Sustainment Wing director, will continue his diverse trek within the Oklahoma City Air Logistics Center when he becomes the center's executive director in ceremonies today. "Thinking back over my career, I never imagined this," said Mr. Over, who has held seven previous positions within the center to date. "As a member of the Senior Executive Service, I serve where the Air Force feels I will contribute the best." Mr. Over began his career at Tinker as an aerospace engineer in January 1982 and progressed as chief of the C/KC-135 Engineering Section from March 1986 to March 1990. Following four years at the Joint Aeronautical Commanders Group in Alexandria, Va. and more than two years as a systems integration engineer at Wright-Patterson AFB, he returned to Tinker as chief of the Systems Engineering Division for the C/KC-135 System Program Office. With more than 25 years of dedicated service to the Air Force, Mr. Over said he believes he will provide the breadth of experience necessary to assist OC-ALC Commander Maj. Gen. Loren M. Reno in implementing his strategic objectives for the center. "It's a pleasure and an honor to be selected for this position," said Mr. Over. "I'm really looking forward to the opportunity to help Gen. Reno lead what I think is the best ALC in the command." The role of the executive director often changes and is based on the relationship between the commander and the executive director, and what the commander wants to delegate as responsibilities, said Mr. Over. He said his number one priority is to support the center commander. Also, as the senior civilian at the OC-ALC, he said workforce development is very important to him as well. Although his greatest day-to-day challenge is earning the right and privilege to lead great and dedicated members of the Air Force, Mr. Over said he feels proud of being associated with a very talented team at a time when they are achieving phenomenal levels of warfighter support. For example, the 448th CSW in 2007 met their aircraft availability mission capable hour targets for all supported weapon systems for five consecutive months and met or exceeded their serviceable spares levels for all supported engines for four consecutive months. "They have set unprecedented levels of organizational performance," he said. "It was a real honor to be here working with them when they did that." Mr. Over said his successor for the 448th CSW, Mr. Scott Reynolds, will have a great team of sustainment and supply chain management professionals ready to help him build on the past successes of the wing. "He needs to let them help him chart the course for the wing," said Mr. Over. Along with making the final decisions, Mr. Over said Mr. Reynolds needs to step in and occasionally provide the course correction and motivation needed for them to continue with the levels of performance they have had in the past. Above all, his advice to Mr. Reynolds is to enjoy the experience of leading one of the finest wings in the command. "We have a talented workf orce, a supportive community and a great commander in Gen. Reno," said Mr. Over. "If we stand beside him and follow his lead, anything is possible and our future will be bright." Mr. Over's change of leadership ceremony will be held at 8:30 a.m. today on the front steps of Bldg 3001.
