While a new Oklahoma law went into effect Nov. 1 which authorizes active duty military members to carry handguns without a license, Tinker Air Force Base officials say the law will not apply while military members are on the installation.

Under the new law, active duty members as well as those in the Reserves or National Guard, who are 21 years or older, are able to present their valid military identification card in lieu of a concealed carry license. The amendment to the legislation states the military ID is considered sufficient, pursuant to the Oklahoma Self-Defense Act.

Additionally, the bill includes reciprocity in certain scenarios. Further, if an individual with a concealed carry license from a “nonpermitted carry state” enters Oklahoma in possession of a firearm, they will then be allowed to carry either concealed or unconcealed. Prior to the implementation of SB 35 and its amendments, that person could only maintain their concealed carry option.

Military installations are a separate jurisdiction, however, and the laws that go into effect may not apply to every installation. The safety and security of each law is taken into consideration, ultimately falling under the discretion of the installation commander.

Regardless of the law applying outside the gates, the Tinker Air Force Base Installation Commander has determined the new law will not carry onto the base, according to 72nd Security Forces Squadron Commander Lt. Col. Keith Quick.

Quick acknowledges this is a great opportunity and responsibility for our military members to carry a concealed firearm while off the installation to protect their family and themselves. But, along with this new opportunity, he also encourages everyone to remember doing so is a huge responsibility.

“Carrying and using deadly force must not be taken lightly, each person must fully evaluate their knowledge of all applicable laws as well as their firearms handling proficiency before deciding to carry a concealed firearm,” Quick said.

Though not required by the new law, Quick highly recommends anyone wanting to exercise their right to carry a concealed firearm complete an approved Oklahoma concealed carry course.

The new law, though not applicable on base, also serves as a reminder to review the current privately owned firearms guidelines that all must adhere to while coming and going on Tinker Air Force Base. All military and civilian personnel and dependents must obey to the installation’s regulations and laws in order to ensure and maintain the safety and security of the base community.

Residents residing or staying on base are required to register their personal firearms with Security Forces. With privatized housing on base, residents are permitted to keep firearms in their homes after properly registering them. The dorms however, are government facilities and privately-owned weapons are not permitted.

Transportation of firearms on or off base is permitted as long as the weapons are unloaded and in the rear most portion of the vehicle, away from the driver. Drivers are required to go directly from the Armory or housing unit to the gate, and vice versa. For everyone’s safety, it’s also important to disclose that you are in possession of a firearm should you come in contact with an officer.
