Tinker hosts AFMC launch of new combat support system

To meet the challenges of today's Air Force, the Air Force developed the Expeditionary Logistics for the 21st Century campaign, also known as eLog21. The campaign is designed to help USAF logisticians provide agile, flexible and expeditionary support for a full range of joint/coalition military operations.

This strategy ensures the warfighter receives the right support, at the right place, at the right time and strives to increase weapon system and equipment availability while reducing operations and support costs by 10 percent. There are numerous initiatives under the eLog21 umbrella strategy, however, the largest initiative is Expeditionary Combat Support System (ECSS).

This support system is the cornerstone enabler for eLog21 and is the largest transformation effort in the history of the United States Air Force. Once fully deployed, ECSS will revamp, restructure and streamline business processes by replacing more than 240 legacy systems.

To minimize risk and impact to the workforce, ECSS will be implemented incrementally and deployed by location. The first increment is known as "ECSS Release 1." ECSS Release 1 is focused on base material and equipment, vehicle maintenance, and mobile computing. Release 1 will impact 40,000 Air Force personnel at more than 180 sites.

Tinker AFB is scheduled to "Go Live" in August 2013. Release 1 will impact approximately 4,200 personnel at Tinker AFB. Pending approval to proceed beyond Release 1, as many as 250,000 Air Force personnel will be impacted with the fielding of Releases 2 to 4, which will focus on global materiel and equipment/enterprise planning; depot maintenance repair and overhaul; and flightline maintenance and ammunition management.

Release 1 will subsume or partially subsume the following:
· Tool Accountability System (TAS)
· On-Line Vehicle Inventory Management System (OLVIMS)
· Air Force Equipment Management System (AFEMS)
· Standard Base Supply System (ILS-S/SBSS)
· Standard Asset Tracking System (ILS-S/SATS)
· Standard Materiel Accounting System (SMAS)
· Mobility Inventory Control and Accounting System (MICAS)
· Department of Defense Activity Address Code (DoDAAC)
· TC Max (Tool Control)
· Air Force Logistics Studies Workshop (AFLSW)
· Exception Control Card (ECC)
· Supply Reports Web Page (SRWP)

A kick-off briefing for the workforce will take place from 9:30 to 11:30 a.m. Aug. 17 at the base theater, Bldg. 5711.

Don Pugh, AFMC Organizational Change manager, will present information about ECSS, how it will impact the organizations and what needs to be done to prepare for the transition to ECSS.
