AFMC announces AF A1 award nominees

The Air Force Materiel Command recently announced AFMC nominees for the 2010 Air Force A1 Functional Annual Awards. The purpose of this program is to recognize the best performers and best installation level programs within manpower, personnel, education and training, and services.

Below are Tinker's winners:
Lieutenant General Norm Lezy Award: GS-13 Clayton Stastny, OC-ALC/DPPP
As the labor relations officer, Clayton Stastny, vigorously worked preeminent partnership with federal unions at OC-ALC including AFGE 916 and IAFF F-211. He facilitated a successful Command Partnership Council meeting hosted by Tinker AFB and was recognized by the three star equivalent, Dr. Steven Butler, HQ AFMC executive director. Mr. Stastny has worked with management and union officials to create a culture of mutual respect and partnership.

Dr Edwin C. Peterson E&T Manager: GS-9 Jerry Richardson, 72nd FSS/FSDET
Jerry Richardson, serves as the base education and training program manager by administering, developing, delivering, evaluating, and overseeing the base education and training programs for the military. He instructs the Air Force Training Course and trains personnel to teach the course. He applies the instructional systems development process and compares individual job standards to identify education and training requirements. Mr. Richardson assists in the organization, management, and control of unit level education and training programs by conducting staff assistance visits to all assigned units. He is responsible for validating, monitoring and updating training information in the Personnel Data System. Mr. Richardson also serves as the Test Control Officer for the mandatory career development course testing program. He provides guidance for security of testing materials and administration of testing sessions.

Col L. Joseph Brown Equal Opportunity Program (installation level): OC-ALC/EO
The Col. L. Joseph Brown Award is given annually at the installation level in recognition of exceptional accomplishments related to the Equal Opportunity program and mission. The Tinker Equal Opportunity office, led by Coletta Brewer, rose to the challenge to do more with less. The EO office at Tinker provides support to AFMC's largest workforce: approximately 41,600 military, civilian, retirees, applicants and military dependents. Their efforts saved over $575,000 in avoided litigation, including a class-action suit. They trained more than 3,500 new employees, taught 122 courses with 50 percent manning, trained 541 new supervisors, taught 788 employees a customized human relations course, piloted No Fear Training two months ahead of schedule, conducted 27 key personnel briefings for new commanders, and executed 16 unit climate assessments, surveying 3,431 personnel.

Enlisted Professional Military Education Non-commissioned Officer of the Year: Tech. Sgt Drue Lynch, 72nd FSS/FSDA
Sergeant Lynch exemplified himself this year in his development of a test used throughout Professional Military Education, effecting more than 1,200 instructors and 12,000 students Air Force wide in the PME system of education. In addition, he was the principal member of the Tinker Airman Leadership School staff to foster the idea of developing a training tool to allow instructors to see a verbal re-evaluation before having to conduct one with a student present. This project was so successful that it too was adopted by PME and is planned to be used worldwide. Sergeant Lynch taught 840 classroom hours, assisting in the graduation of 336 students at Tinker AFB from four wings. Sergeant Lynch organized 301 volunteers for the Oklahoma City "Peace Walk" for Autism. His dedication and commitment helped raise $98,500 and assured the safety of 1,429 participants.

Manpower & Personnel Flight (FSM) Specialist of the Year: GS-13 Kira Puglisi, OC-ALC/DPBC
Kira Puglisi is the lead engineer in the installation Manpower & Organization office. This past year she led or guided many process improvement studies to include Resource Management Decision 802 in-sourcing efforts, a first line supervisor assessment, and review of Organizational Change Requests while guiding the efforts of 10 engineers and 12 industrial engineering students in six diverse capstone projects. In total she touched or impacted over 8,000 jobs on Tinker with these efforts while documenting thousands of dollars in savings and improvements. Additionally, she was selected in an Air Force wide competition as 1 of 100 civilians to attend Squadron Officer's School in-residence, and she earned six credits toward an MBA at Oklahoma State University. Ms. Puglisi is also a master swimmer, avid runner and cyclist which she keeps up as a member of the Tri-OKC Triathlon Club, the Tuttle Round-Up Club, and the Legacy of Oklahoma Victory Equestrian parade group. During this period she also assisted in the rescue of 14 malnourished and neglected horses.

Civilian Personnel Program of the Year: OC-ALC/DPP
Tinker's Civilian Personnel Section and the Directorate of Personnel were nominated for their extraordinary efforts including reducing processing times, utilizing innovative recruiting efforts and successfully infusing Air Force Materiel Command National Security Personnel System transition processes with OC-ALC's unique tracking method, which was later adopted across AFMC. They led the command in implementing Base Realignment and Closure recommendations and Personnel Service Delivery Transformation, and led the way during the first ever stand up of a Staffing Operating Location outside the Air Force Personnel Center. Expectations were more than exceeded during the recent 76th Maintenance Wing hiring surge. The Civilian Personnel Section and Directorate of Personnel at Tinker AFB have continuously met customer demands and responded to management's needs.

Manpower & Organization Program of the Year: OC-ALC/DPB
The Tinker Manpower and Organization office led studies determining projected workload changes associated with the C-130, C-27, C-5 JASSM, SDB, and KC-X programs; spearheaded Center FY12 Program Objective Memorandum Manpower requirements; aided the Center in assessing and resolving disconnects generated from the Resource Management Decision 802 program; performed special studies such as the 1st level supervisor assessment; lead annual core Colonel justification submission and other grade control programs; and implemented organizational changes such as the Mega Organization Change Request which resulted in the realignment of 327th Aircraft Sustainment Wing and subordinate units to a center staff organization. In so doing, they completed an unprecedented 29 advisory studies, processed 722 inherently governmental determinations, processed 226 IDEAs which paid out over $60,000 in awards while saving the Air Force more than $1.2 million, maintained over 27,000 military and civilian positions on unit Manpower documents, validated 237 Unit Type Code requirements affecting more than 2,500 personnel for potential deployments to combat commands, and assisted in successful execution of 14 exercises within AFMC or other MAJCOM units on Tinker.

Resource Management Program of the Year: 72 FSS/FSR
The Force Support Squadron, Resource Management Flight, supports the military and civilian families that live, visit and work on Tinker AFB. From managing money to managing the Qualified Recycling program, the Resource Management Flight has done it all this past year. The Accounting & Budget department tracked over $9.3 million in appropriated funds along with a $602,000 Net Income Adjusted for Depreciation profit for the Morale Welfare and Recreation Non-Appropriated Fund resulting in better programs for the quality of the military and civilian members on Tinker. The flight also contracted with vendors for this past year Air Show with over 130,000 visitors to the base. While processing over 1,154 Defense Travel System orders and vouchers with zero complaints, the flight also effectively deployed 11 properly outfitted military members to support the Air Force mission.
