ALC Personnel Directorate undergoes changes, chosen for Air Force test program

The Oklahoma City Air Logistics Center is one of five Air Force centers selected to participate in a test concept. As of Aug. 2, the 72nd Force Support Squadron's Civilian Personnel Office, Manpower Office, and Education and Training Office are now overseen by the OC-ALC Directorate of Manpower and Personnel.

During the year-long test, which directly affects 135 personnel, officials said the Air Force Materiel Command's Directorate of Manpower, Personnel and Services will evaluate and determine if the change is feasible and efficient.

"From my perspective, this will enhance program planning, execution and oversight," said Bill Swigert, OC-ALC director of Manpower and Personnel, which adopted a new title as a result of the change. "Now Maj. Gen. David Gillett, OC-ALC commander, truly has one 'bellybutton' for all things Manpower and Personnel at his center. I think this is a better arrangement for the commander and ultimately all our customers at Tinker."

The four other centers chosen to undergo this experiment include Air Armament Center at Eglin Air Force Base, Fla.; Electronic Systems Center at Hanscom Air Force Base, Mass.; Ogden Air Logistics Center, Utah; and Warner Robins Air Logistics Center, Ga.

In addition to the test concept, another change has occurred in the Manpower and Personnel Directorate. Two divisions -- Force Sustainment, or DPL; and Strategic Work Force Planning and Integration, or DPR, -- recently changed their names. Their new titles are Personnel Programs, or DPP; and Manpower, Organization and Resources, or DPB, respectively.

Furthermore, portions of the Education and Training Office supporting Tinker civilians has moved under the Force Development Division, or DPD, but is still located at Bldg. 201.

"DPP is basically Civilian Personnel and will perform all OC-ALC civilian personnel office activities that are currently defined for the organization in support of all serviced Air Force activities at Tinker," said Kristin Witt, OC-ALC/DP Manpower lead. "DPB reflects the consolidation of Manpower and Organization into one division. All Manpower and Organization taskings, requests or actions are now performed in DPB."
