Commander’s Action Line: Parking lot speed limits

Q:Why don't people drive the speed limit in parking lots? I know it is 5 mph. The SUVs and other taller vehicles in the parking lot make it difficult to see a pedestrian until it's almost too late. Does the speed limit apply to all vehicles?

A:The Tinker Supplement to Air Force Instruction 31-204, Para. 4.2.10.2, discusses speed limits: "Five miles per hour in all parking lots, DSA disposal areas and when passing troop formations. Note: Military formations have the right-of-way at all times." This applies to all motor vehicles unless it is an emergency vehicle responding to a call. Pedestrians in a crosswalk have the right-of-way. With the exception of military formations, pedestrians not in a crosswalk need to yield to vehicles in parking lots. Vehicles always need to yield to military formations and military formations should use crossing guards to stop traffic before the formation approaches an intersection. Unfortunately, right-of-way is something that is yours only when it is yielded to you. The best plan is to comply with the parking lot speed limit.
