Conceal and carry law doesn’t pertain to Tinker Published Jan. 23, 2015 By Kimberly Woodruff Staff Writer TINKER AIR FORCE BASE, Okla. -- The state law that allows Oklahomans to have a concealed-carry permit has absolutely no bearing on Tinker. The law, signed by Oklahoma Gov. Mary Fallin in 2012, is a state mandate and not a federal regulation, so it has no bearing on Tinker, a Department of Defense property. "It is illegal to bring a firearm or other dangerous weapons into a federal installation," said Tech. Sgt. Rob Briggs, 72nd Security Forces Squadron non-commissioned officer in charge of police services. As part of the Tinker Integrated Defense Plan 31-101, "No person shall carry a concealed firearm or dangerous weapon on Tinker AFB. This prohibition also applies to individuals with state concealed firearms licenses as these permits have no authority on federal installations. Such licenses are not valid on any part of Tinker AFB." The exception is for 72nd SFS personnel, Air Force Office of Special Investigation agents and civilian police personnel on official business. The installation commander has the authority to restrict privately-owned weapons on the installation. "The reason for base restriction is not to take away anyone's right to bear arms, but to ensure the safety of everyone living and working on the installation," said Sergeant Briggs. Those residents who live on base must register their weapons within 24 hours of arrival on base. The two forms firearm owners need to fill out are AF 1314 Firearm Registration, which needs to be signed by the person's commander, and DD 2760, Qualifications to Possess Firearms and Ammunition. Both forms need to be turned in to Pass and ID once completed. Firearms and weapons will be registered with the Base Housing Office and Pass and ID. Residents on Tinker who own weapons must abide by certain requirements, none of which allows for them to openly carry their weapons nor conceal them. Weapons must also be registered at the 72nd SFS Pass and ID, Bldg. 6611. Residents are allowed to transport their firearms to and from their home (for transportation off the installation), unless they live in the dorms, in which case, they are permitted to move weapons from the armory to an off-base location and directly back to the armory. "Anyone caught carrying a personal weapon unlawfully will be prosecuted," said Sergeant Briggs. Military members may be subject to punitive action under the UCMJ for failure to comply with this regulation. Civilians violating the law will be cited by Security Forces or local law enforcement, and their case will be heard in a downtown Oklahoma City magistrate court.
