FEMA established an Incident Support Base where emergency assets and FEMA personnel like McDonald, who lives near San Francisco, California, stage in response to the ongoing ice storm impacting the Central Plains region of the U.S. FEMA and the 72nd Air Base Wing have an agreement in place to use Tinker AFB due to its strategic location where two major interstate highways intersect along with a robust base infrastructure such as an 11,000 foot runway and cargo-handling facility.
