Employee Enhancement Program

Background
The Tinker Air Force Base "Employee Enhancement and Enrichment Program: (E-Cubed) was established early in 1997 to broaden the outlook of recently hired outstanding scholars and Palace Acquire interns. The "Employee Enhancement Program" (EEP) described here is an outgrowth of the original program and is intended for personnel who have one year of service with the federal government by Oct. 1 of the application year. To date, EEP has over 1,800 graduates that have experienced significant personal and professional growth. The program includes some of the same features of the original program, including a team structure, senior advisors for each team, individual briefings by participants and tours of key Tinker organizations, but now includes personal and professional development, service projects and leadership development. Since 2020, EEP accepts applications from active duty military based on rank requirements (Staff Sgt./E5 through Senior Master Sgt./E8 & 2nd Lt./O1-Capt./O3). This takes place through a separate data call each May. As the program continues to grow, the reach and focus on total force integration will continue as well. Currently, EEP is the longest running professional development program at Tinker AFB.

Program Description
EEP is a 12 month employee development program for high-potential GS 9-12 (Acq Demo equivalent) NJ 04 or WL/WG 08-16 employees. The program will broaden participants' knowledge of the mission, structure, and business activities of key organizations at Tinker Air Force Base and improve their management/leadership skills through workshops and projects. Participants will be assigned to a 25-30 person group. Each group will have a senior advisor (mentor) and a team leader. Teams will meet for one or two sessions each month. The exception will be in October where participants will have a 40 hour class-room orientation.



How to Apply

  1. 27 Jan 2025 – 28 Feb 2025:  The Application Form must be received NLT 28 Feb 2025 by 1600.  The Microsoft Form is the only way the application can be submitted, and it must be completed on your work computer.
  2. If you are a DLA Employee, please contact Wakita Oliver, wakita.oliver@us.af.mil for the application
  3. To be eligible, the applicant must have 1 to 10 years of civil service by 1 October 2025. Meaning, you can apply if you will be at your one-year mark by 1 October 2025, not to exceed a total of 10 years civil service
  4. 2 May 2025:  The Supervisor Endorsement Form and Participant/Supervisor Agreement must be submitted NLT 2 May 2025 by 1600. If the applicant progresses to the next phase of the application process, this will be sent to the applicant and supervisor to complete.
  5. Active-Duty Data Call: Information will be disbursed April 2025.  Intake will begin May 2025.
  6. Key things to remember:
  • Dates: 27 Jan – 28 Feb Self-nomination Application period. NEW: The self-nomination application period is only for ONE MONTH.
  • This data call is for Tinker AFB civilians only. 
  • Applications will not be accepted after 1600 on 28 Feb 2025no exceptions.  Submit in a timely manner to alleviate issues.
  • Supervisor Endorsement Form and Participant/Supervisor Agreement must be received and have both the supervisor signature and second line signature by 1600 on 2 May 2025…no exceptions.  If the Supervisor Endorsement Form and Participant/Supervisor Agreement are not received for any reason by the due date, the applicant is automatically disqualified.  It is the responsibility of the applicant to ensure the supervisor submits the required forms as they will be cc’d on the email sent to their supervisor. 
  • Make sure to read the instructions and follow as directed. 
  • Please…do not submit any forms to the program manager. Failure to follow these instructions will result in the applicant being disqualified.

In this episode of Tinker Talks, we discuss the Employee Enhancement Program with program manager, Wakita Oliver, and recent graduate, Josh Butler.

This episode is full of valuable information on the program and how to self-nominate when the data call window opens.

EEP is not just a program for someone wanting to be a supervisor, Oliver says.

“I try to give you the opportunities to have conversations with people [in various areas],” she added. “Mostly the program helps people see how they personally tie to the mission, which can help them with their career progression. If I don’t how I tie to the mission, what good is it to see where I can go next?”

Butler said one of the benefits of EEP being able to take lessons learned from the program back to the unit and help co-workers expand their horizons.

“Even if they’re too terrified or if they don’t get into EEP when they apply the first time, they still get those benefits because we organically take it back wherever we go,” he said.

Participants in the year-long program participate in group activities such as base tours, meetings with senior leaders and community service projects.

The program is open to civilians who are GS-09 to GS-12 (and their AcqDemo equivalents) and WG-08 to WS-14s (including WL/WS-09s) and who have completed three years of federal service.
